The seminar was attended by about 500 people, including SAR Government officials, Executive Council members, Legislative Council members, representatives from the judiciary, and heads of key statutory bodies. I would like to share three observations. First, we must deeply understand and comprehend the spirit of the Fourth Plenary Session to grasp the country's future development direction and Hong Kong's opportunities. The Fourth Plenary Session is a highly significant meeting convened at a crucial juncture when the nation’s "14th Five-Year Plan" is successfully concluding and the "15th Five-Year Plan" is being planned and laid out. The Plenary Session not only defined the guiding ideology, main objectives, and key measures for national economic and social development during the "15th Five-Year Plan" period, further pointing out the direction for the country's future development, but also brought historic opportunities to Hong Kong. From the proposals for the "15th Five-Year Plan" regarding Hong Kong and Macao, it is evident that Hong Kong's positioning in the national overall development strategy is clearer, fully reflecting the Central Authorities' implementation of "One Country, Two Systems" and the high regard placed on the HKSAR. We must understand its importance and significance to Hong Kong's future development, seize the opportunities, and further leverage Hong Kong's distinctive advantages of enjoying strong support of the Motherland and being closely connected to the world under "One Country, Two Systems," as well as our inherent advantages of a high degree of internationalisation, marketisation, and the rule of law. In the process of promoting our own development and highly integrated development with the Mainland, we must continuously consolidate and enhance our advantages, serving the country's needs with Hong Kong's strengths. Second, we must uphold fundamental principles and break new ground, and advance work in all aspects by suiting measures to local conditions and the times, especially to consolidate and enhance Hong Kong's unique competitive advantages to better integrate into and serve the overall development of the country. The "14th Five-Year Plan" proposals five years ago mentioned "supporting Hong Kong and Macao to better integrate into the overall development of the country"; this time, the "15th Five-Year Plan" proposals more explicitly state "supporting Hong Kong and Macao to better integrate into and serve the overall development of the country." Compared to "maintaining the long-term prosperity and stability of Hong Kong and Macao" five years ago, this time it proposes to "promote the long-term prosperity and stability of Hong Kong and Macao," and specifies the need to "promote the economic and social development of Hong Kong and Macao." The "15th Five-Year Plan" proposals also more clearly specify "consolidating and enhancing Hong Kong's status as an international financial, shipping, and trade centre, supporting Hong Kong in building an international innovation and technology centre," and "supporting Hong Kong and Macao in building a high-level talent highland." This gives us a clearer understanding of Hong Kong's development positioning, guiding and inspiring us to further actively grasp national strategies, continuously play the important role of a bridge connecting the Mainland and the world in "attracting foreign investment and going global," as well as the roles of "super-connector" and "super value-adder." Based on "integration," we must better "serve" the national big picture while better achieving our own development. Third, we must integrate the spirit of the Fourth Plenary Session into our daily affairs. Currently, the profound changes unseen in a century are accelerating, and the national development environment during the "15th Five-Year Plan" period faces profound and complex changes where strategic opportunities and challenges coexist, and uncertain and unpredictable factors are increasing. However, changes contain opportunities. We must deeply learn and comprehend the spirit of the Fourth Plenary Session, identify our advantageous positioning in the national development blueprint, and with a spirit of proactive progress and pragmatic responsibility, actively identify changes, adapt to changes, and seek changes. We must integrate the spirit of the Fourth Plenary Session in our respective posts to achieve better development.
